Downtown Master Plans (Los Alamos & White Rock)
Los Alamos County, in consultation with Dekker Perich Sabatini (DPS), is pursuing Downtown Master Plans for Los Alamos & White Rock, as well as a Development Code update. The County has created a separate website with information for the public. Please refer to www.LosAlamosConnect.org for full details on the project.
Los Alamos MainStreet is also simultaneously working on a complementary, possible Metropolitan Redevelopment Area (MRA) zone for White Rock. An initial presentation took place during an August Work Session for Los Alamos County Council.

Dekker Perich Sabatini (DPS) and the Los Alamos County Community Development Department will host a virtual informational meeting for the public to learn more about the path forward for the update of the County’s Chapter 16 Development Code. The code update is Phase 2 of the overall “Downtown Master Plans for Los Alamos & White Rock and Code Update” project that began in 2020.
DPS has analyzed the current Development Code and will present its report – a technical review of the strengths and weaknesses of the existing code, with preliminary recommendations on pertinent code updates that should be explored, along with possible changes to the organization and structure of Chapter 16.
After the DPS presentation, participants will be able to provide public comment.
In addition, DPS will provide an overview of the process that will be used to update the code, including future opportunities for public input.

Dekker/Perich/Sabatini (D/P/S) and the Los Alamos County Community Development Department will host a Zoom meeting for the public to learn more about progress being made on the Downtown Master Plans for Los Alamos and White Rock. Informed by the feedback received during the Visioning Workshop and Design Workshop, D/P/S has created three draft alternative frameworks for each Downtown area and drafted goals and strategies to achieve a desired vision. The team will present the alternatives, goals and strategies and discuss with the public which of the elements from the alternatives should be carried forward.
The goal of this meeting is to identify a preferred alternative that will be carried forward as the downtown vision in the final master plans.
Residents are welcome to attend one or both sessions covering the two Downtown Master Plans. There will be a 15-minute break between sessions, with the White Rock discussion occurring 5:15-6:15 p.m. and then the Los Alamos discussion taking place 6:30-7:30 p.m.
For those unable to attend, after the meeting ends, the public will be able to view and comment on the alternatives on the project website: https://losalamosconnect.org/master-plans/. The public comment period on the alternatives will close at 8 a.m. Monday, Feb. 1.
The two Downtown Master Plans and public feedback received will be discussed with the County Council.
Downtown Master Plans considered by the Planning and Zoning Commission, with a goal to return to Council with final Plans at its Council meeting Feb. 23.
In July 2020, project consultant, Dekker, Perich, Sabatini (DPS), provided a presentation on the status of the Downtown Master Plans and Development Code Update project. The presentation focused on initial existing conditions findings, site analysis, and the Chapter 16 Code diagnosis, as well as provided an opportunity for discussion and feedback on the project from the members of the County Council. The project schedule, public outreach plan, and next steps were also presented.
Stakeholder & Public Input - Virtual Meetings
Los Alamos County and DPS hosted three virtual meetings in August 2020: one for businesses/stakeholders, and two visioning workshops for the public - one each focused on Los Alamos and White Rock.
In September, a Design Workshop for White Rock took place virtually, and in October, the public was encouraged to attend a Design Workshop for Los Alamos.
No public meetings are currently scheduled.
